Restoration and Modernization of Inpatient Behavioral Health Services

NewYork-Presbyterian Hospital (NYPH) has submitted regulatory filings to the New York State Department of Health (NYS DOH) and New York State Office of Mental Health (NYS OMH) for the restoration of thirty-nine (39) Adult Psychiatric Beds in Northern Manhattan and Brooklyn. During the COVID-19 public health emergency, the spaces were temporarily converted into Medical/Surgical units to support the surge response, following applicable Executive Orders. NYPH proposes to renovate and modernize the inpatient behavioral health units with the latest safety standards, which will complement the behavioral health services in the communities served. These renovations will not disrupt patient care, and interim life safety measures will be developed to ensure the safety and well-being of all individuals during construction.

NewYork-Presbyterian/Allen Hospital (New York County)

Submitted an Administrative Review Certificate of Need application seeking NYS DOH approval and a Comprehensive Prior Approval Review application seeking NYS OMH approval to renovate an existing unit located on the third floor of the River East Wing. This will restore twenty-four (24) Adult Inpatient Psychiatric beds at NewYork-Presbyterian/Allen Hospital, located at 5141 Broadway, New York, New York 10034. As part of this application, NYPH will transfer three (3) psychiatric beds from NYP/Allen to NewYork-Presbyterian Hospital/Columbia University Irving Medical Center's Operating Certificate.

NewYork-Presbyterian/Brooklyn Methodist Hospital (Kings County)

Submitted a Limited Review Application seeking NYS DOH approval and a Comprehensive Prior Approval Review application seeking NYS OMH approval to renovate an existing inpatient behavioral health unit on the 6th floor North wing of the Carrington Pavilion. This will restore twelve (12) Adult Inpatient Psychiatric beds at NewYork-Presbyterian Brooklyn Methodist Hospital, located at 506 Sixth Street, Brooklyn, New York 11215.

Health Equity Impact Asssesment

As of June 22, 2023, New York State Public Health Law § 2802-b Health Equity Impact Assessments (HEIA) requires Article 28 facilities that meet criteria to file Certificate of Need (CON) applications with relevant HEIA documentation. The HEIA is conducted by an independent entity and provides an assessment on potential health equity impacts of projects proposed.
