Asbestos Removal

Asbestos Removal before Renovations, Demolitions, or Construction

All planned and emergency abatement projects will be performed by a licensed, (outside) asbestos abatement contractor and follow all applicable city, county, state, and federal regulations. The asbestos consultant company, independent of the abatement contractor, must be licensed and follow all applicable local, state and federal regulations.

Prior to any renovation, demolition, or construction project on NewYork-Presbyterian property, the Project Manager will review the Asbestos Containing Material Building Inspection for the location of the project. If ACM is found, it must be removed prior to starting the project in accordance with all applicable local, state, and federal regulations.

Prior to demolition and construction, the area is cleared of all moveable materials (i.e., desks, chairs, etc.). Asbestos removal is performed under the supervision of an independent asbestos air monitor. The area is sealed off to prevent demolition dust from escaping into adjacent areas. Windows and exhaust ducts are also sealed. Minor spills of asbestos must be cleaned immediately. Only after the asbestos material is removed and the area is proclaimed safe by the independent asbestos air monitor is the area open for renovation and construction.

Should a contractor come in contact with asbestos or asbestos containing material after the initial ACM removal, the contactor should immediately stop work in that area and notify the Project Manager. The Project Manager will contact the asbestos abatement company and the independent asbestos air monitor to arrange to safely remove or encapsulate the ACM. In addition an ACP-5 or ACP-7 form must be reviewed and signed by Environmental Health and Safety before the start of the abatement.

Disposing of Asbestos

After the asbestos has been removed, the waste containing asbestos must be wet down sufficiently to prevent all visible emissions of asbestos dust into the air. The asbestos must be sealed in a leak-tight container while wet, and then examine the container to ensure that there are no visible emissions of asbestos dust into the air or breaks in the container. If a leak is found, immediately wet the waste down and place the container in another sealed container. The waste must be kept separate from other wastes when storing at the site of generation.

Asbestos must only be disposed at sites approved by the NYCDEP. The sites must comply with all requirements of applicable NYCDEP operation orders issued pursuant to Section 16-131 of the Administrative Code of the City of New York. During disposal, you must ensure that all storage requirements were met and that the waste containing asbestos is kept separate from other waste.

Transporting the Asbestos

Before transporting the asbestos, you must ensure that all storage requirements were followed, that the container is in good condition, and that the person transporting the waste holds a valid permit from NYS and NYC.
